The simplest and most beneficial thing a candidate can do to improve its score in the comprehensive ranking system (CIS) is to get nomination from a Canadian province or to get a job offer from  Canadian employer.

Although the candidates who have not a job offer from a Canadian employer or a certificate of appointment of a Canadian province could still receive an invitation to apply for permanent residence at some stage, candidates with the 600 items connected to either a job or a provincial designation receive an invitation to apply in a subsequent draw.

The Provincial Nominee Program: a fast track to permanent residency through Express Entry.

In Canada, the federal government and the provinces and territories share responsibility for selecting immigrants. Geographically and politically, Canada is divided into 10 provinces and three territories. Besides the territory of Nunavut and the Province of Quebec, other provinces and territories have their own immigration programs allowing them to designate the persons who wish to immigrate to Canada and who are interested in settling in a particular province. These are the Provincial Nominee Program (PNP).

Provincial and territorial governments have used these programs to welcome new immigrants to Canada. Each PCP is tailored to the specific needs of the provinces and territories and aim to select immigrants who will settle personally and professionally in the region and contribute to community, socially and economically.

Most PCPs have a stream aligned with the federal immigration selection system Entry Express. Candidates in Entry Express pool getting an appointment of a province then receive 600 points in the overall ranking system, on a possible 1200 points. When these extra points are added to the points of human capital and portability of skills, this will result in an invitation to apply for permanent residence during a next draw.

An employment offer from a Canadian employer:

One of the stated objectives of the system for selecting immigrants through Express Entry is selecting new immigrants who will be able to successfully integrate in Canada. Consequently, the system looks at the ability of a candidate to find paid employment in Canada. It is never too early to start your job search in Canada.

As part of the global ranking system, applicants with arranged employment (proven by a job offer from a Canadian employer accompanied by an impact study on the labor market are given an additional 600 points.
