A maximum of 28 points in total can be granted for the test
language skills based on the applicant's ability to speak either of Canada's
official languages. A maximum of 24 points can be awarded for the first
official language (English or French), and 4 other points may be awarded for
the second official language (always English or French). For assessment under
the factor of language skills, the applicant may indicate either the French or
English as a first or second language, depending on that they know best.
All workers and skilled professionals making an application
must include therein the results of the French Evaluation Test (TEF) and the
International English Language Testing System (IELTS) so that the points for
language skills are allocated. No other method of assessment of language skills
will not be accepted.
Through selected tests, applicants must demonstrate that
they meet or exceed the minimum threshold required for the four language skills
(listening, reading, speaking and writing). This minimum threshold is set at 7
of the Canadian Language Benchmarks (CLB). This level is defined as
"intermediate / adequate". Applicants who score below this threshold
CLB will not be eligible to apply to the federal skilled worker program.
