Attracting Skilled Newcomers to Canada


Federal, provincial and territorial governments are working together to achieve work of Canada needs via Active immigrant recruitment

Ottawa March 18, 2014 - the federal, provincial and territorial (FPT) Ministers of immigration today reaffirmed their commitment to actively recruit economic migrants who have the skills that the Canadian economy has the most need.



Citizenship and Immigration Minister Chris Alexander and Alberta's employment, skills, formation of the Canada and the Minister of labor Thomas Lukaszuk co-chaired the meeting of FPT Ministers responsible for immigration. Economic immigration is a top priority for all Ministers around the table.


Ministers agreed to continue to work on the construction of the new active recruitment model which is known as the expression of interest (EOI or) system. It is intended to transform the system of immigration of Canada into one that is more sensitive to the needs of the labor market.

EOI will provide Governments and Canadian employers access to skilled foreign workers and to accelerate their entry to Canada for jobs that are not filled by people already in the Canada. The Ministers agreed to undertake jointly and intensively with employers on EOI before the launch of the new system in January 2015.

Immigration Ministers also approved a plan aimed at improving the results of establishment for newcomers to the Canada. It includes enhanced services before the arrival, the recognition of foreign qualifications, learning languages for newcomers who are not in the labor force and ways to encourage newcomers to become more to their community.

The Ministers reviewed the progress to date on the action plan Vision FPT, reiterating the need to continue to align immigration to economic demand levels, build a fast system, flexible economic immigration focused mainly on the satisfaction of the needs of the work through the Canada market, and to improve economic and social regulation and the integration of results for newcomers to the Canada.

Immigration remains crucial for the economic future of the Canada, the Ministers agreed to meet again before the end of the year to continue this important work.

Virtue of the Canada-Quebec Accord relating to immigration and temporary admission of aliens, Quebec fully assume responsibility for establishing the levels of immigration, and the selection, francization and the integration of immigrants. In areas under its responsibility, Quebec develops its policies and programs, to legislate, regulates and sets its own standards. Quebec is an observer at FPT meetings.

EOI will complement the provincial nominee program, which will continue to be a key mechanism to allow the provinces, the territories and employers to meet the regional needs of the labor market. Nearly 41 000 candidates of the provinces (including their spouses and dependents) have been admitted to Canada through the PNP in 2012, against approximately 13,500 in 2006.

Thanks in part to the PNP, 42 per cent of all economic immigrants in 2012 intended to settle outside Toronto, Montréal and Vancouver, compared to only 20 percent in 2000.

In 2012, 62 percent of immigrants were in the economic flow. The Governments aim to achieve a minimum of 70 percent, nationally and by region, in the years to come.

FPT Governments committed themselves to ensuring that newcomers to integrate and to contribute fully to the Canadian economy, and to their communities, as soon as possible. For its part, the Government of the Canada will invest nearly 600 million dollars in 2014-2015 to support the settlement of newcomers must outside of Quebec.
