The Provincial Nominee Program (PCPs) allows provinces to designate people wishing to immigrate to Canada and interested to locate in a particular province.
Each Canadian province and territory has its own provincial nominee program (except for Quebec, which has a different system of selection). The provinces and territories have signed an agreement with Citizenship and Immigration Canada (CIC) allowing them to select their own immigrants who satisfy the conditions they established.
Provincial and territorial governments use these programs to welcome newcomers more effectively in their area. Each program is designed based on the needs that are specific to a province or territory to select immigrants who will be able to successfully establish themselves in the region and contribute to his community. Since 2015, most PCPs contain at least one immigration category aligned with the federal selection system for immigration Express Entry.
